Bought a Piggybacker and am putting it together-

Bolted the tongue on and where you bolt it with a ubolt it is bolted down as far as I can and it still has a little play- you can move it from one side of the u bolt to the other.

Is it supposed to have this play in it or not?

If it is not to have any play I can put some washers to tighten it down but I must know how it is supposed to fit. The directions just say bolt it down.

I would definately shim the tongue so there is no play at all. Any side to side or up and down movement at the tongue will multiply the natural oscillation of the trailer behind the bike.

What motomac said is quite correct.
With anything loose on the trailer tongue you will feel it on the bike.

Just to relate a story from past experience...
To start, I have to say I shoulda known better ...
When we first got our camping trailer, We loaded up and took off for our first weekend campout with it.
I'm pulling this new trailer, and am getting a annoying shake back there ...
I'm thinking, man, I ain't gonna like pulling this camper, it shakes too much.
When we stoped at the campground, and I went to unhook to set up camp, I find the bolts holding the hitch coupler to the tongue loose.
Although they had used nylon locknuts, they wern't tight, causing the uncounfortable shake I had felt. After tighting down the loose nuts ... problem solved.
As I first stated, I shoulda known better than not check every nut and bolt on that trailer before I ever left home, was just in a hurry to try it out.
Lesson learned.
